Can Bidders attend Technical Evaluation Committee (TEC) meeting?
TEC evaluates the tender bids for correctness / compliance to the terms & conditions of the tender document or what is technically referred to as the Request for Proposal (RFP). Bidders are not allowed to attend the meeting of the Technical Evaluation Committee (TEC), unless specifically called by the TEC, for rendering minor clarifications to otherwise compliant tender bid.
Once the tender bids are received by the buyer, they are required to be analysed for technical compliance. Technical compliance primarily means compliance to all the terms & conditions of the tender document including the technical specifications of the product offered or the terms of reference of the service offered. A Technical Evaluation Committee (TEC) is generally formulated for analysing the technical correctness of the bids. The TEC also examines the commercial parameters of the bid (Not the Commercial bid) in terms of warranty clause, Earnest Money Deposit, any exemptions sought, Performance Bank Guarantee compliance etc. The TEC can also be held in two stages wherein the first stage would involve document check and the second stage would be the trials of the equipment offered by the bidders.
In order to keep this process fair by eliminating physical contact between TEC members and the participating firms, the bidders are generally called by TEC only in case there is any query to be sought by the buyer or in order to seek minor amplifications to otherwise compliant tender bids. However the process may vary from one organization to another.
